Governing Together: Toward Infrastructure for Community-Run Social Media

Decentralizing the governance of social computing systems to communities promises to empower them to make independent decisions, with nuance and in accordance with their values. Yet, communities do not govern in isolation. Many problems communities face are common, or move across their boundaries. We therefore propose designing for "inter-community governance:" mechanisms that support relationships and interactions between communities to coordinate on governance issues. Drawing from workshops with 24 individuals on decentralized, community-run social media, we present six challenges in designing for inter-community governance surfaced through ideas proposed in workshops. Together, these ideas come together as an ecosystem of resources, infrastructures, and tools that highlight three key principles for designing for inter-community governance: modularity, forkability, and polycentricity. We end with a discussion of how the ideas proposed in workshops might be implemented in future work aiming to support community governance in social computing systems broadly.

Federation is the word we use to describe that act of bringing together and connecting these separate Decentralized, Localized communities.

This is where protocols such as ActivityPub, ActivityStreams, etc come into play.

Federation is a voluntary choice.
But, so too is Defederation, if desired.

The message matters, as it can affect the future.

I think we should make a point to ALSO explicitly talk about 'Federation' and 'Localization' when we talk about 'Decentralization'.

Because if we don't, then — it is likely these values will be lost.

(I think we have already started seeing this in some places.)

Some know that all the ideas are important — and that 'Decentralization' is a short-hand for all three.

Creator survival under 4opens: an unresolved design question

I want to raise a design question that I believe is foundational to 4opens, but not yet explicitly addressed. 4opens correctly rejects hidden power, enclosure, opaque governance, and capture. However, most common survival mechanisms for creators, including wage labor, employment contracts, venture funding, and closed commercialization, themselves introduce opaque authority, dependency, or control. In practice, this creates a tension: Wage labor is often energy-extractive and incompatible with sustained infrastructure or research work. Employment and funding arrangements tend to introduce invisible decision power. “Work on it in spare time” implicitly selects for people with surplus energy, wealth, or institutional backing. This raises a core question: How are creators expected to sustain themselves while producing 4opens-aligned work, without reintroducing hidden power or relying on self-sacrifice? I am not arguing against 4opens principles. I am arguing that survival is a design constraint that shapes governance, licensing, and organizational choices, and should be addressed explicitly rather than treated as an externality. I am intentionally starting with this question alone. Depending on responses, I expect to open follow-up discussions on governance structure, licensing choices, and transition rules, but those discussions are incomplete without an explicit survival model. I am interested in hearing what models are considered compatible with 4opens, what trade-offs are accepted, and where the framework currently has open gaps.
